Look at some of the past Presidents with legislative backgrounds. Gerald Ford, Lyndon Johnson, John Kennedy, Harry Truman. Consider also that HW Bush was a legislator before becoming Veep. Out of that crowd the best leader was, who, Truman? You could make the case that two of the worst Presidents of the last century are on the list (I'll let you geuss which two).
