Actually, the document you are referring to was originated by the
Congregation of the Doctrine of the Faith under Cardinal Levada and is nothing new. It is basically a short FAQ on an earlier document called "Dominus Jesus" written by then-Cardinal Ratzinger. To be honest, this document makes no new assertions. The Catholic Church has always said that it represents the unbroken line of the Church from the time of the Apostles. The Orthodox East makes the same claim. The Catholic Church is not de-Christianizing Protestant believers, which was made clear in the document as well as the teachings of the Church. As a good friend of mine said, "The sky is not falling." Here is his excellent evaluation of the same document: http://www.catholic.org/printer_friendly.php?id=4600&section=Featured+Today

Happy Oragemen's day to you, too. The Brits would be proud.

I commend you for educating yourself about Catholicism with the Washington Times. May I recommend that you further this wonderful education with a humble publication called the Catechism of the Catholic Church starting with Section 816 and onward.
